Douglas Smith is an urban planner specializing in the intersection of land use, transportation, and sustainability. He is the Director of Location & Land Use at the U.S. Green Building Council (USGBC), where he leads strategy on urban design, location efficiency, sustainable landscapes, and transportation across the LEED rating systems—from interior spaces to buildings, neighborhoods, and cities.
Douglas applies a systems-thinking approach to sustainable development, shaping policies and guidance that integrate planning and design principles across USGBC’s programs. Beyond his work at USGBC, he consults on development projects, writes and records music, and is restoring a historic brick home in Lancaster.
Before joining USGBC, Douglas spent a decade in local government, most recently as Bureau Chief of Planning for the City of Lancaster, where he oversaw comprehensive planning, land development, zoning, historic preservation, and floodplain management. He also helped advance Lancaster’s new comprehensive plan and climate action strategy.
