José is an Urban Planner in the City of Alexandria’s Department of Planning and Zoning – Neighborhood Planning and Community Development. José primarily works on small area plans and thinks about equity rat the intersection of planning and community engagement. He recently worked on the AlexWest Small Area Plan that was awarded the 2025 Commonwealth Plan of the Year by the Virginia Chapter of the American Planning Association.

He earned a master’s degree Urban and Regional Planning from Virginia Tech and holds a Bachelor of Science degree in Architecture from the University of Maryland, College Park.
