Dan Zhu, PhD, is Chief Resilience Officer for the City of Gainesville, Florida. A Fierce Award Winner 2026, Grist 50 Fixer (2025), and GreenBiz National Policy Hero (2024), she leads citywide resilience efforts that strengthen infrastructure, advance economic vitality and community well-being.
Dr. Zhu led the development and approval of Gainesville’s first Resilience Action Plan in January 2025 and advanced the city’s LEED for Cities Gold certification in 2025. She has successfully secured more than $46 million in federal and state funding to accelerate implementation, including $11 million in federal support to expand transportation choices, $26 million for new hybrid buses, funding for the city’s first municipally owned solar canopy, and $189,000 for a home energy efficiency program serving residents in need. These investments support mobility choices, and long-term cost savings for the community.
Beyond her municipal leadership, Dr. Zhu is affiliate faculty at the University of Florida and contributes to global resilience initiatives through the International Union for Conservation of Nature. Her work focuses on turning policy into funded action and delivering measurable progress at the local level.
