Samia Byrd serves in Arlington County (VA) as the Director of the Department of Community Planning, Housing and Development (CPHD). She has over 30 years of experience guiding housing, land use, development policies, plans, programs and processes. Considered a strategic thought leader in planning for equitable, diverse and inclusive communities, in 2024 Ms. Byrd was presented the Virginia American Planning Association's Moeser Outstanding Leader Award named for the late Dr. John V. Moeser, ‘an advocate for a more just society and Virginia Commonwealth University urban studies trailblazer’. She led and facilitated development and adoption of the Metropolitan Washington Council of Governments’ regional equitable development principles to operationalize equity in local comprehensive planning. She was the County’s first Chief Race and Equity Officer and served as a Deputy County Manager. In these roles she was a senior advisor to the County Manager and Board, advancing racial equity and the County’s land use, planning and development policy. She served for a decade as a Principal Planner in CPHD, building on her extensive experience in affordable housing and community development. She holds a Bachelor and Master of City Planning from the University of Virginia and Georgia Tech.
