Sarah Meggison, AICP, is a Project Manager with the City of Tucson’s Planning & Community Development Department, where she leads complex public-private development projects that align infrastructure investment, land use policy, and community priorities. She brings over ten years of experience in urban planning, housing development, and project management, with a strong focus on turning policy goals into implementable, community-oriented outcomes.
Previously, Sarah served as Housing Development Manager for the City of Tucson, overseeing all phases of City-led affordable and mixed-income housing development and managing approximately 1,200 housing units from concept through construction. In this role, she negotiated and built partnerships with developers, nonprofit organizations, and financial institutions to advance equitable housing solutions and expand access to funding and resources.
Sarah’s work emphasizes cross-departmental coordination, regulatory transparency, and collaborative problem-solving to support projects ranging from multifamily housing to commercial, industrial, and green infrastructure development. She also contributes to zoning and code initiatives that shape growth along urban corridors.
In addition to her professional practice, Sarah is President of the Arizona Chapter of the American Planning Association and Adjunct Faculty at the University of Arizona, where she integrates real-world development experience into planning education.
