Colleen Willger, AICP, is the Director of Urban Strategy at AECOM’s Global Center of Excellence for Urban Analytics. She is a national leader in urban strategy, blending data science, community insight, and policy innovation to help governments transform how they invest, grow, and adapt.
With 20 years of experience, Colleen has led and advised some of the most ambitious planning and policy efforts in the United States—from rewriting Washington, DC’s Comprehensive Plan and crafting New York City’s first waterfront development code, to guiding Miami‑Dade’s zero‑emissions transition and planning an advanced air mobility corridor between Charlotte and Atlanta. Her work emphasizes equity, resilience, and measurable public value, spanning from visionary planning to practical implementation.
A former planning director and long‑time public servant, Colleen specializes in helping communities navigate change, whether through zoning reforms expanding housing choices, next‑generation mobility corridors, or climate‑adaptive strategies. She is a trusted advisor to various governmental entitites and advocates for transparent, community‑driven planning powered by data.
Colleen holds both a master’s and bachelor’s degree in Community and Regional Planning from Iowa State University, and is a member of AICP, APA and Lambda Alpha International.
