John Serrano is a Senior Planner with Harris County Precinct 4, where he leads the Places 4 People Initiative, an equitable, data‑driven partnership effort to deliver infrastructure improvements, and supports back‑end development of the Capital Improvement Program. His work also includes emergency response and resilience planning, as well as managing and delivering capital infrastructure projects that advance multimodal safety and connectivity.

Before joining Precinct 4, John spent nearly 11 years with the City of Houston, where he managed the Accessible Infrastructure Program and the City’s ADA Transition Plan, delivering multiple Vision Zero and pedestrian safety projects. He also served on the City’s Sidewalk Review Committee and the Vision Zero Fatality Review Board, and held project management and capital planning roles during his tenure.
