Charles Bloom, AICP, has been the Planning and Development Director for the City of Cheyenne, WY since 2018 and serves as the President of American Planning Association's Western Central Chapter. He previously served as President of the Wyoming Planning Association (WYOPASS), President of Laramie Young Professionals, and on the Laramie Public Art Coalition’s Executive Board. He also was an adjunct professor teaching planning and sustainability in the University of Wyoming's Geography Department. Prior to Cheyenne he served as the Principal Planner with the City of Laramie, WY, and served as a Planner II and Historic Preservation Administrator with the City of Little Rock, Arkansas. He has a Bachelor of Environmental Design and a Master of Urban and Regional Planning from the University of Colorado. Charles specializes in drafting land use regulations, long range planning, historic preservation, facilitating complex large developments, and public engagement. He has received numerous awards including the Arkansas Traveler, Wyoming Planner of the Year, and was selected as one of Laramie’s Top 20 Under 40 in 2016.
