Keasha Chappell Hall serves as the Assistant Director of Planning, leading the Community Planning & Revitalization Division in Prince William County, Virginia. With more than a decade of experience, she has led transformative economic development and redevelopment initiatives that strengthen commercial tax base growth and long-term community resilience.

Keasha spearheaded the programmatic efforts of the County’s Redevelopment and Revitalization Program, developed a targeted retail attraction strategy, and helped launch post-pandemic business support grant programs to stabilize and grow the local economy. She secured over $700 million in capital investments and facilitated over 1 million square feet of commercial real estate developments by leading strategic recruitment and site selection efforts. She has demonstrated a consistent ability to generate qualified leads, structure complex public-private partnerships, and align zoning and land-use policy to unlock catalytic development.

Her work advances inclusive community development by aligning economic growth with neighborhood revitalization, infrastructure investment, and small business support initiatives. Bridging private-sector project management and adaptive reuse redevelopment with high-level government leadership, she translates strategic vision into measurable, community-aligned outcomes.
