As a Principal Planner with the Wilmington Area Planning Council (WILMAPCO), Bill leads regional initiatives focused on improving mobility, enhancing transportation system resilience, and advancing performance measurement.
He has managed numerous community-based planning efforts, including the Route 9 Corridor Master Plan, Connecting with the Ardens: A Transportation Plan, the Southbridge Transportation Action Plan, and the East Elkton Traffic Circulation and Safety Plan. Bill’s work emphasizes sustained community collaboration throughout both the development and implementation of plans.
An active member of the American Planning Association (APA), Bill is a Past President of APA Delaware and currently serves as the state’s liaison to APA National’s Transportation Planning Division and as Chair of the Chapter’s Membership Committee.
He is also active in the Delaware Public Health Association (DPHA), where he promotes stronger connections between the planning and public health fields. He serves on DPHA’s Advisory Council and on the University of Delaware’s Partnership for Healthy Communities Steering Committee.
Bill holds a Master of Arts in Geography from the University of Delaware.
