Eleanor (Ellie) Ray is Senior Planner with the City of Helena, Montana, and has over 13 years’ experience in public sector planning in both Vermont and Montana. Ellie’s work with the City covers current and long-range planning, urban renewal district management, housing policy, and grant administration. She currently serves as the staff lead on Helena’s zoning code rewrite in coordination with consultant firm Houseal Lavigne. Prior work in regional planning in Vermont covered a range of project types, including town planning, analyzing impediments to housing development within zoning, hazard mitigation planning, and federal grant administration. She holds a Master of Environmental Law and Policy from Vermont Law & Graduate School, which she credits for both leading her to a career in land use planning and introducing her to her husband, a Montanan, with whom she settled in the Rocky Mountain West.
