Jasmine Gunn is an accomplished urban planning and policy professional serving as a City Planner V for the City of Chicago Department of Planning and Development (DPD), with over 10 years of experience advancing equitable development and community revitalization. She leads complex initiatives that integrate affordable housing, transportation, and economic development, including management of the award-winning $5.3 billion Red Line Extension Transit Supportive Development Plan, which advanced bold, community-driven visions for investment around new transit stations.
Jasmine also spearheaded the 95th Street Corridor Plan, Chicago’s first corridor plan to incorporate a health and racial equity impact assessment. As the project moved into implementation, she successfully advanced proactive rezonings of more than 300 parcels, aligning zoning policy with community priorities and housing initiatives that support missing-middle development.
In addition to her public-sector leadership, Jasmine serves as an Adjunct Professor at the University of Illinois at Chicago, where she teaches metropolitan housing planning and bridges academic theory with real-world practice.
Previously, Jasmine held key roles at non-profit Claretian Associates and UIC’s Voorhees Center. Her work includes securing $20 million for affordable housing and community investment, adaptive reuse of a former YMCA, and research on housing policy, homelessness, and Chicago’s Black tech ecosystem.
