Zach Lowe is the Founder and Principal of Development Planning Partners and a nationally recognized housing and economic development expert with more than 25 years of experience in market research, analysis, and development planning. He has led projects in hundreds of markets across 23 states, delivering data-driven insights and market-grounded solutions for clients in both the public and private sectors.

Zach specializes in housing market research, feasibility and opportunity analysis, economic development strategy, and development planning. His clients include municipalities, planning agencies, private builders, large development firms, lenders, and investors seeking actionable strategies to guide investment and community growth. His expertise spans urban, suburban, and rural contexts, and his work has helped communities design housing plans that strengthen neighborhoods, drive economic development, and support revitalization.
