Jessica Rossi, AICP brings more than 21 years of experience in real estate market research, economic impact analysis, policy, and finance to planning and economic development projects nationwide. As a practice leader at Kimley-Horn, she specializes in translating complex socioeconomic, land use, and real estate data into actionable strategies that inform land use decisions, identify development opportunities, and maximize economic value. Her work includes forecasting land demand for comprehensive plans, evaluating market opportunities for real estate development and acquisition, and preparing financial and cost-benefit analyses for local governments. Jessica works across both public and private sectors, helping clients navigate complex challenges with innovative, market-driven solutions.
