Jeremy Lochirco brings nearly 30 years of experience in current, long-range, and transportation planning. He currently serves as Planning Manager for the City of Hayward, where he leads complex policy initiatives that guide the city’s growth, sustainability, and community development efforts.
Since joining Hayward, Mr. Lochirco has partnered with multidisciplinary consultant teams to advance several high-impact initiatives. His leadership was instrumental in the adoption of the City’s Universal Design and Visitability Ordinance, strengthening accessibility and inclusive housing policies. He also directed the update and consolidation of two Form-Based Codes, modernizing development standards to support cohesive, high-quality urban design. In addition, he led updates to the City’s Tree Preservation Ordinance, reinforcing Hayward’s climate resilience and sustainability objectives.
Prior to his tenure in Hayward, Mr. Lochirco held planning positions in Walnut Creek, California; Peoria, Illinois; and Springfield, Illinois. In Springfield, he led local planning efforts supporting the development of the Abraham Lincoln Presidential Library and Museum, a transformative civic and cultural project with statewide significance.
