Angela R. Torres, AICP, (she/her) is the Metropolitan Council’s Senior Manager of Local Planning Assistance in the Community Development Division. For nearly 20 years, she has worked as a professional land use planner in both the public and private sector. She led development of regional land use and density policy, facilitated adoption of equity frameworks, and co-led the American Indian Advisory Council partnership for Imagine 2050, the Council’s comprehensive development guide. She partners with 188 local governments to guide development of local comprehensive plans, directs development of technical assistance tools and resources, and implements regional land use policy. Angela has a Bachelor’s degree in Community Health from Minnesota State University, Mankato, and a Master’s in Urban and Regional Planning from the Humphrey School of Public Affairs. Her free time is spent travelling to warmer climates, baking treats to share with others, and learning a second language.
