Judy is an urban planner who believes strong public-private partnerships can deliver equitable infrastructure while creating high-quality union jobs. She grew up in a majority-Latino Gateway City of Los Angeles and considers the majority-Asian San Gabriel Valley a second home. Being connected to these places cemented her conviction early on that every community deserves investment, services, and economic opportunity.
Now based in Brooklyn, Judy brings deep operational experience to building infrastructure in neighborhoods across the country. At it’s electric, a startup expanding curbside EV charging in urban areas where residents are least likely to have at-home charging access, she leads planning initiatives that ensure strategic, equitable siting and oversees the permitting and installation work that brings projects from concept to curb.
Judy’s work demonstrates how cities, private partners, property owners, and organized labor can align around shared goals: accelerating climate action, modernizing public infrastructure, and supporting family-sustaining union jobs. Through a community-based delivery model that partners with building owners to power chargers and collaborates closely with city agencies and skilled union trades, she helps cities meet their climate commitments while ensuring the transition to clean transportation creates pathways to stable, well-paying careers.
