Victoria Leonhardt, AICP, is a Senior Market Leader with Felsburg Holt & Ullevig (FHU), focused on transportation planning. After more than a decade in the public sector, Victoria recently transitioned to consulting, bringing a strong passion for public service and collaborative problem-solving. Most recently, she served as the Senior Urban Transportation Planner for the City of Greeley, where she led multimodal planning efforts, asset management initiatives, and cross-departmental coordination. She was recognized with an Employee Values Award for her solution-oriented leadership and ability to advance complex, multidisciplinary initiatives.
Victoria has been fortunate throughout her career to be involved in many stages of how plans are made and brought to life; from community engagement and visioning to technical analysis, implementation, and delivery. Her work emphasizes practical strategies that help communities navigate growth, infrastructure investment, and long-term resilience. A key focus of her career is designing data structures and decision-support frameworks that connect planning with implementation. She specializes in building data architecture that supports long-term visibility, where data becomes more valuable the more it is used. She presented on this topic at the Colorado APWA Conference and served as an adjunct professor at the University of Northern Colorado, teaching GIS last fall.
