Jing Zhang, FAICP, moved to the United States from Changsha, China, in 2008 as a musician before switching to planning. Currently based in West Virginia as a Transportation Planner with the Morgantown Monongalia MPO, Jing was appointed by U.S. Secretary of Transportation Pete Buttigieg to serve on the Advisory Committee on Transportation Equity. He also chairs the American Planning Association’s International Division and serves on the steering committee of the Asian and Pacific Islander Interest Group. He co-founded the Affordable Housing Roundtable with MIT SPURS, the APA’s Japan/USA Planners Network, and Urban Planning Post (www.UrbanPlanningPost.com).
Jing’s technical journey runs from building websites with Adobe Dreamweaver in 2002 to deploying JavaScript and PHP applications today. He founded Planning Community (www.Planning.community), an open-source platform to modernize civic engagement.
Jing earned a Master of Music from Beijing Normal University (2008) and a Master of City and Regional Planning from Clemson University (2012). He was inducted into the AICP College of Fellows in 2026.
Outside of work, Jing spends time on quantum mechanics, chess, and Buddhist literature. Jing plays piano at church and learns languages. Most importantly, Jing plays tennis with his daughter Annie - feeding balls and catching his breath after long rallies.
