Glen Cole, AICP is the Assistant City Manager and Community Development Director of Rolling Meadows, Illinois.
Across his career, Glen has worked at the intersection of land use and cultural policy debate on topics including intoxicating hemp and kratom, recreational marijuana, accessory dwelling units, household definitions, short-term rentals, and density. In Rolling Meadows, he led parking reform; award-winning electric vehicle zoning reform; and the City's first Sustainability Plan, which is on track to be fully implemented this year. He was featured in Crain's Chicago Business about repositioning distressed office properties for industrial and data center reuse. On Chicago's affluent North Shore, he revised planned residential development regulations and helped establish one of the area's first permissive ADU policies. This is his second session on the topic following a 2024 APA-IL presentation.
Originally from southern California, Glen began his career in local government in the Kansas City area before moving to Illinois. He serves as Treasurer of APA's Illinois Chapter (APA-IL) and as past president of the Illinois Association of Municipal Management Assistants (IAMMA). He holds a Master of Public Administration from the University of Kansas and a Bachelor of Journalism cum laude from the University of Missouri.
