Adam Salgado serves as the Commissioner of Development for the City of New Rochelle, where he leads major infrastructure, housing, and economic development initiatives shaping the city’s transformation. As the fastest-growing city in New York State, New Rochelle is undergoing a wave of investment and renewal--efforts Salgado has helped drive through integrated strategies that align land use, mobility, sustainability, and economic opportunity. At the center of his portfolio is the New Rochelle Train Station Master Plan, a signature infrastructure investment designed to enhance regional connectivity, support transit-oriented development, and create a new gateway to downtown. He also oversees the LINC, an award-winning initiative to repurpose a defunct highway into a linear park and multimodal corridor, as well as the Vanguard Retail Initiative, revitalizing the commercial core and attracting private investment. Salgado served as Director of Grants Management at the NYC Department of Transportation, managing a $500 million grant portfolio supporting projects such as Citi Bike expansion and the pedestrianization of Times Square. He also served as Director of Operations for the Office of Preservation. He holds a BA from Hunter College and serves as Executive Director of both the New Rochelle Industrial Development Agency and the Corporation for Local Development..
