Em Hall, Ph.D., is a transportation planner and strategic communications consultant based in Chicago. She earned her Ph.D. in Urban Planning from the University of Illinois Chicago in 2024 and brings over 15 years of experience in transportation and infrastructure communications. As the founder of Em + H Chicago LLC, a certified DBE and WBE consultancy, she specializes in translating technical complexity into strategic, human-centered content that informs and engages diverse stakeholders.

Dr. Hall's work includes award-winning public engagement on transportation projects such as the Veterans Parkway Feasibility Study, statewide mobility management research, and survey design and analysis, including UIC's comprehensive Transportation and Mobility Survey. Her research on transit equity and funding has been published in peer-reviewed journals, and she served as co-managing editor of the APA's 2022 State of Transportation Planning report.

She's the President of Transport Chicago and Vice Chair of Outreach for the American Planning Association's Transportation Planning Division. Dr. Hall is also a certified group fitness instructor who has been teaching at UIC since 2018.
