Libby Kaiser, AICP, is a Principal City Planner with the City and County of Denver focused on modernizing zoning regulations to implement city goals related to affordable and inclusive housing, multi-modal transportation, and administrative clarity. Libby led a zoning code update in 2023 that defined standards for Temporary Managed Communities, creating space for micro-communities that provide sleeping units and wrap-around services for people experiencing homelessness. Prior to working for the city, Libby was a consultant to multi-family developers, helping them through project approvals, as well as local jurisdictions envisioning citywide and area plans. She balances policy implementation with market and political realities to create feasible solutions.
