Clarence Sirmons, AICP serves as Director of Development Services for the City of Riviera Beach, Florida, where he leads the City’s Planning & Zoning, Building Inspections, Permitting & Business Tax Receipt (BTR) Operations, and Code Compliance divisions. He oversees multidisciplinary teams responsible for guiding growth, ensuring regulatory compliance, and advancing strategic development initiatives.
With more than 15 years of experience in the planning profession, Clarence has worked with municipalities of varying sizes in Texas and Florida, bringing a broad perspective on urban growth, redevelopment, economic development, and community engagement. He has also served as an Instructor of Planning and Sustainability at the University of St. Thomas in Houston, mentoring the next generation of planning professionals.
Clarence studied architecture at Florida A&M University and urban planning at Virginia Tech, combining design insight with policy expertise to support thoughtful, forward-looking development.
