Explore innovative examples of city governments integrating community benefits policies and engaging residents to achieve more equitable development outcomes. Learn about national best practices for municipal governments and hear from local practitioners from two jurisdictions that are implementing Community Benefits Ordinances (CBO) for large private developments.

In 2017, the City of Detroit adopted the first CBO in a major U.S. city, which established a process for developers to proactively engage with the community to identify project impacts and negotiate mitigations and community benefits for large-scale developments. In 2023, the City of Cleveland also established a CBO that established outcome-driven metrics to drive equitable growth.

The panel covers topics that include:
  • History of the community benefits movement and how it led to the establishment of ordinances;
  • An overview of notable community benefits policies implemented by cities nationwide;
  • A discussion of practical tools and steps that municipalities can take to achieve equitable and inclusive growth through community benefits policies; and
  • The role of planners in articulating the impacts of large developments and facilitating an inclusive, community-based process to establish community benefits.
